1985 yılında Vaşington, Seattle'da kurulmuş bir heavy metal grubudur. Grubun kadrosu Warrel Dane (vokal), Lenny Rutledge (gitar), Sean Blosl (gitar), Jim Sheppard (bas) ve davulda Dave Budbill şeklindedir.

Sanctuary’de çalmaya başlamadan önce Warrel Dane, heavy metal gruplarından Serpent’s Knight’ın vokalistiydi ve bu grupla beraber 1983 yılında birde albüm çıkarmıştı.1985 yıllarında ise Jim Sheppard, vokalist Layne Staley (sonradan Alice in Chains’e geçti) ile birlikte hair metal gruplarından Sleeze’de çalıyordu.

Grup 1986 yılında bir demo yayımladı.Bu demo başarılı bir çalışmaydı ve 1987 yılında grup Epic Records ile anlaşma imzaladı.Aynı yıl grup ilk albümleri olan Refuge Denied’ı yayımladı.Bu albümün prodüktörlüğünü tanınmış thrash metal gruplarından Megadeth’in lideri Dave Mustaine yaptı. Peşindende Megadeth ve Alman grup Warlock ile beraber yapılan bir turne geldi.
